2009 SAFETY RULES AND REGULATIONS
"Making it safer for the kids"

Safety Mission Statement: ABLL’s Safety Mission is to assure all
athletes and spectators enjoy quality fields, equipment, and instructors. We
will continuously work to refine our Program to improve all these areas, but in
the event of some injury or other problem, we strive to have ample support
system sin place to minimize any negative impact especially to our players.

GAME DURATION
1. All Allston Brighton Little League games played on fields without
working lights, shall observe a curfew such that no inning may start after
7:00PM during April. If necessary both teams will be permitted an at-bat,
unless the presiding umpire or League Director present determines that for
safety concerns, the darkness prohibits further play and the game shall be
halted, regardless of the score, the inning, or the situation. In the month
of May and to be determined by the umpire, as natural light becomes more
available, safe playing conditions may permit inning to start up to 7:30pm.
WEATHER
2. The field will be cleared of all personnel at the first FEAR of
lightening. By the time we see it, it is usually too late to take proper
action.
3. Unless there is consensus agreement among all coaches, managers
and umpire (who shall be the ultimate authority) that the condition
requiring the stoppages has passed, any game stopped in progress, due to
weather, or any field conditions shall end all field activities at that
point. No team will be allowed to use the field for practice after the
stoppage.
MANAGERS, COACHES, UMPIRES, & OFFICIALS
- The ABLL Safety Officer will be on file at Williamsport, PA Little League
International Headquarters.
- All managers, coaches, Directors, volunteers and hired help who have
repetitive access to players and teams of the Allston Brighton Little League
shall fill out completely and submit the 2009 Little League Volunteer
Application. A copy of a Government Issue photo ID shall accompany this
Application for ID verification purposes. All of the above volunteers shall
have a Criminal History Background Check done with the Massachusetts Criminal
History Systems Board.
- All managers, coaches and umpires shall be supplies with a 2009 Edition of
Little League Baseball and Softball Rules and Regulations. Particular note
must be given to the equipment and safety sections of those manuals.
- Every Team shall have a coach or manager with a cell phone at all games or
practices to report injuries or other problems.
- It shall be the responsibility of the coaching staffs and the umpires on
the field of play to make sure that the helmets worn by the players, fit
properly, and that the game helmets are in safe condition.
- The Allston Brighton Little League has paid special attention to the risk
associated with over exposure to the sun’s harmful rays and its direct
relations to skin cancer. ABLL has coordinated with the Massachusetts Melanoma
Foundation and won a grant from Major League Baseball to construct dugouts at
Smith Park to shield our players from the sun. ABLL was one of only three
programs in the Commonwealth of Massachusetts and a handful in the United
States to take such action in an added effort to protect its players.
- Coaches and managers are encouraged by the League President and Safety
Officer to instructed their players to further protect themselves with the
following actions at all practices and games:
- Required usage at all times of League supplied baseball caps with visors
forward to maximize protection from the sun.
- Frequent use of sun block.
- Appropriate usage of athletic safety-glass sun glasses with safety
straps to ensure tightness--especially in the outfield.
- At least one member of the coaching staff shall be in the dugout at all
times.
- All umpires shall meet with the League Safety Officer (on file with LL HQ)
before the start of the season to go over the League Safety Rules. They shall
also meet regularly during the season for updates.
- Adults must not take turns at bat during practice with children in the
field.
- League personnel must watch children shagging foul balls during games and
league practices.
- All players must be accounted for by the coaching staff before the last
league volunteer leaves the park.
- Managers\coaches shall be instructed, on proper sliding techniques and the
proper way to avoid being hit by a pitched ball, at League preseason clinics.
A Coaches Fundamentals Training Clinic will be held April 14 and 16 at the
Brighton YMCA for all coaches, managers, coordinators and volunteers. Each
team MUST have a representative manager\coach in attendance every year.
- The League requires every team have at lease one coach / manager with some
training in first aid. The League will provide informational first aid
training on Friday April 24, 2009. Every team must have on representative
present. Basic First Aid Guides will be distributed.
- All ABLL Umpires must attend the formal training clinics prior to season
open,
- All league personnel will be supplied with a list of emergency phone
numbers and the phone numbers of key league officials.
- All emergency agencies will be supplied with directions to league
facilities. Managers/Coaches are to ensure that an entrance be left open at
all times for emergency vehicles at all fields. All coaching staffs will be
encouraged to ask parents attending practices if they have a cell phone, etc.
for emergency use.
- A minimum of 1 (one) coach must be present for a League practice to occur.
- The fields must be walked (checked) by the coaches and /or umpires to
recognize and correct any hazards prior to each game and practice. Hazards
such as holes, rocks, broken glass, damaged fencing, must be corrected before
play begins on that field.
- The Safety Officer and the League President will also check league
facilities for unsafe conditions on a regular basis.
- All managers and coaches are required to report all injuries and near
misses, no matter how small, to the league within 24-48 hours. The President
will contact the League Safety Officer and all forms will be filled out while
the injury is still fresh in everyone’s minds.
- The league Safety Officer/President will keep all injuries on file
throughout the year.
- The League Safety Officer and League President will present a year end
injury tracking report to the District Safety Officer for his use in compiling
District statistics.
- The Allston Brighton Little League shall enforce all Rules and
Regulations of Little League Baseball\Softball including safety rules. These
safety rules shall include such items as catchers wearing proper safety
equipment (helmet, mask and dangle throat guard) during pitcher warm-ups and
infield drills during both games and practices. Also, we shall enforce one of
the most ignored rules of Little League Baseball\Softball, that being the
prohibition of adults warming up pitchers.
- The equipment officer and Safety Officer shall ensure that each field has
a substantial First aid Kit is placed in the Field Equipment Box, to which
each coach/manager has a key. The Safety Officer will check during the season
to make sure that all managers are in possession of their first aid kits. The
first aid kits shall included ample ice bags, band aids of multiple sizes,
gauze, tape, scissors, and assorted additional first aid items. First Aid is
for use by all teams, officials, parents and spectators.
- The Allston Brighton Little League Board of Directors shall elect a Board
Member to be Safety Officer. The Safety Officer shall be placed on file with
Little League Headquarters through the L.L. Data Center and with the
submission of this Safety Plan.
PLAYERS & EQUIPMENT
- The Safety Officer will conduct an annual Little League Facility Survey
and submit this to Williamsport.
- Managers/coaches must inspect all team equipment before each game and
practice and contact the equipment officer to replace all worn or broken
equipment immediately. Umpires shall also be vigilant to inspect equipment
worn by players during league games. Any equipment removed from the game for
being unsafe MUST be removed from the dugout.
- Batter helmets must be worn at all times by batters running during all
games and practices. Anyone leaving the dugout area for an at bat or to run
bases must wear a helmet. The umpire shall warn any player for purposely
removing his/her helmet while running.
- All soft pitch and other drills using a tee must be done in an open area
or into an approved batter’s screen. No drills that include hitting into a
fence or backstop will be permitted. League approved helmets must be worn
during soft pitch and tee drills by the batter and pitcher, if the pitcher is
a player.
- The throwing of helmets is not permitted and will be dealt with in a
serious manner, whether they are thrown in anger or not.
- The throwing of bats is not permitted and will be dealt with in a serious
manner, whether they are thrown in anger or not.
- Use of on-deck batters is prohibited by Little League Baseball at games
and practices (Major Division and below).
- No player will be allowed to handle bats in the dugout. Teams will be
warned by the umpires and ejections will follow.
- To protect spectators and other team players, before game pitcher warm-ups
will not be allowed along fence next to dugout area. An approved area will be
designated.
- While teams are taking pre-game infield practice, the opposing team shall
remain in their dugout out of harms way.
- Catchers shall wear approved catchers helmets during pitcher warm-ups and
during infield practices. This is in effect during League games and practices.
All catchers must wear new "extended vision" helmets.
- No pepper games are to be allowed before games and practices.
- Batting practice must not be conducted with a fence or backstop used as a
catcher, unless the fence or backstop is at least 10 feet behind the batter.
- Reduced impact balls required for T Ball
- Breakaway bases required for all fields. Double-bag safety bases are
required for 1st base.
- The jumping of fences by League players is strictly prohibited.
- Use of all tobacco products (including chew or snuff) is prohibited by the
Allston Brighton Little League at all times at or near all practices and
games.
- A fake tag is considered by Little League Baseball to be an obstruction by
the fielder and is prohibited. It is an accident waiting to happen.
- No bicycles are allowed on the field or in the dugout at any time.
- No glass bottles are allowed in the field or in the dugout at anytime
- All equipment not being used will be kept in the dugout during games and
practices.
- Breakaway bases shall be inserted fully into ground holes. No game or
practice will be allowed to continue if they are not.
- So that the names and addresses of all players can be protected, names
shall not appear on the back of team hats or uniforms.
- Every team shall have a coach/manager with a cell phone at every
game/practice in order to access medical / paramedic / police assistance where
required.
CONCESSIONS
Allston Brighton Little League will only operate Concession Stands for
Tournaments and Opening Day / Year End Festivities.
- At other games/practices, various truck contained vendors (Trucks) will be
allowed access to ABLL fields. These vendors are licenses by the City of
Boston to operate and are monitored by the City Board of Health. Nonetheless,
it is incumbent upon all League volunteers and officials to closely monitor
these vendors for safety and health concerns.
- In particular the following activities should be closely watched and any
should be reported to the League President and Safety Officer.
- Trucks must be parked so as not to interfere with play or create a
distraction that may result in injury.
- Trucks my not be parked in a way so as to encourage players or
spectators to cross busy streets.
- Trucks must be equipped with property fire extinguishers.
- Trucks must provide for waste disposal.
Immediate hazards may require intervention by the Boston Police via phoning
911.
- When Allston Brighton Little League does operate a concession stand the
following rules will apply
- The parents of the league players will operate the concession stand
under the supervision of the League President and Safety Officer. All
volunteers for concession stand duty must have a background check with the
Massachusetts Criminal History Systems Board.
- All food must be handled with paper towels or plastic wrap. Staff
members may wear plastic/rubber gloves while working. All staff members must
wash their hands on a frequently basis.
- The Concession stand shall be cleaned at the end of each day.
- The concession stand shall have a fully stocked First Aid Kit.
- Only working staff will be allowed in the concession stand area.
Coaching staff, etc. shall not loiter in the area.
- A list of emergency numbers and key league personnel telephone numbers
shall be available in the concession stand for emergency use.
- All trash shall be removed from the concession stand at the end of each
day. Rubber gloves shall be worn by the staff while handling trash.
- No glass containers of any type shall be sold at the concession stand.
- Fire extinguishers must be placed at each end of the concession stand in
a visible and unblocked area. All staff shall be instructed in the use of
the fire extinguishers before they are permitted to work in the stand.
DISTRIBUTION OF THE RULES
- The 2009 Safety Rules and Regulations will be distributed to all Allston
Brighton Little League managers, coaches, umpires and other volunteers as well
as the District Administrator. All recipients will be instructed to follow
Little League Rules.
- Parents are encouraged to regularly visit League WEB site to ENEWS.
- The 2009 Safety Rules and Regulations will be posted on the Allston
Brighton Little League Web Site:
http://www.abll.net, Parent are encouraged to comment on this site.
- The Safety Officer and the League President shall prepare the Little
League National Facility Survey and include it as part of this plan on an
annual basis. This document shall be sent to International Headquarters as one
of the 13 requirements of the ASAP Safety Plan.
FUTURE SAFETY PLANS
- Add soft cushions to top of fences at Hardiman (Tar) (achieved for 2009
season) and Smith parks.
- Obtain Street CAUTION Markers for Tar, Faneuil and Smith Park cross
walks.
